Dealing with unsatisfactory teachers

My district has a legacy of moving teachers from school to school when they probably should be terminated. I provded support for improvement and formal professional development opportunities.  The teachers refused to attend after school sessions and there is little time built into the school day for professional development opportunities. I write the teachers up and proceed through the disciplanary process however, teachers usually wind up at another school doing the same thing. These teachers continue their legacy of bad instruction and as a result, children suffer.What do you do with a teacher who is not interested in improving and you don’t have the authority to fire?
